What is Sovereign AI?

AI sovereignty refers to a state's or enterprise's capacity to act deliberately and in line with its strategic interests regarding how AI systems are developed, deployed, and governed across its tech stack. The term remains ill-defined because it is interpreted differently by different actors who are driven by ideas ranging from complete self-sufficiency to strategic interdependence, and pursuing goals ranging from making their AI supply chains more resilient to external shocks to building AI systems that reflect the local context.
