Executive Summary
On August 12 and 13, 2026, Rob Reich and Deirdre K. Mulligan convened workshops, hosted by Stanford HAI, UC Berkeley’s School of Information, CITRIS and the Banatao Institute, UC Berkeley Center for Long-Term Cybersecurity, and UC Berkeley Risk & Security Lab. The purpose was to facilitate robust and diverse stakeholder input into the California Department of Technology’s (CDT) first annual report under the Transparency in Frontier AI Act (TFAIA).
This report contains a synthesis of the discussions over the two workshops along with concrete recommendations to CDT. The report was written by Deirdre K. Mulligan and Rob Reich and draws upon the contributions of participants in the workshop. The recommendations, while reflecting the workshop, are the authors’ alone.
